Is it possible to create a CD support dual boot ("elilo" for native
UEFI and "isolinux" for legacy BIOS)?
If so, how to do it?

elilo has a legacy mode, set option keyword legacy (see documentation)

This is not elilo's job and besides this already exists in most of the
distro's installers.. It is the installers job to figure what
environment it is running on and do the right thing.
for existing cd tools see:
knoppix
systemrescuecd & others.
